Head of Learning and Development
Employment type: 12-month Fixed Term Contract
Work hours: Part Time (Flexible between 25 - 30 hours per week)
Location: Hybrid - working from our office in either Bideford or Norwich.
What will I be doing?
As our Head of Learning and Development, you will have the vision, values, passion, experience and expertise to support our people to be the best they can be. You will identify, create, implement and facilitate engaging and meaningful learning and development opportunities, focused on improving employee skills, knowledge, and performance, which support both the ambitions of our business and the career ambitions of our employees.
The role is pivotal in managing our L&D budget, evaluating the effectiveness of programmes, and collaborating with our senior managers and People Team to ensure the continuous evolution and alignment of our offering, enabling us to continue attracting, engaging and retaining the best team at Travel Chapter.
As part of your everyday role, you’re likely to be involved in the following:
- Developing and implementing a comprehensive learning and development strategy aligned with business objectives, performance goals and succession plans
- Conducting thorough and ongoing needs assessments to identify knowledge and skill gaps
- Designing, developing and delivering engaging internal and external learning programmes, using a variety of learning methods, such as online courses, workshops, coaching and mentoring
- Collaborating with subject matter experts to ensure materials are current, compliant with legislation, and applicable for a diverse, multi-generational team working in office-based, hybrid or remote roles
- Crafting curricula to challenge, grow and support our leadership team and line managers
- Managing the learning and development budget effectively, allocating resources strategically to maximise impact while driving efficiencies and savings without compromising quality
- Utilising performance data and feedback to identify training needs and track the progress and impact of learning programmes
- Collaborating with stakeholders across the People Team, managers and employees to gather feedback, assess needs and ensure strategic alignment
- Developing key success measures and producing system reports to keep stakeholders and business units well-informed on compliance and performance
- Negotiating and managing contracts with external training providers
- Evaluating and measuring the effectiveness of learning initiatives on employee performance and business outcomes
- Staying aware of the latest learning and development trends and continuously improving our training and development opportunities
- Overseeing the continuous evolution and improvement of our LMS (Thrive)
- Line managing the E-Learning Specialist and Apprentice
- Seeking meaningful opportunities to optimise our apprenticeship levy
- Supporting the Head of People and CPO with relevant projects and initiatives as needed
- Undertaking any other reasonable tasks requested, including contributing to cross-business projects
What are we looking for?

Ideally, we’re looking for:
- Recent and relevant experience as a Training and Development or Learning and Development Manager within a multi-site organisation
- Strong leadership, communication and interpersonal skills suitable for motivating teams, managing budgets and influencing senior management
- Demonstrable ability to develop and implement both strategic and operational learning and development strategies responsive to business goals
- Extensive knowledge of various learning methodologies, training techniques, instructional design and best practices within L&D
- Proven project management skills, capable of managing multiple projects simultaneously, setting deadlines and ensuring timely delivery
- Strong analytical skills, capable of analysing performance data, identifying trends, and evaluating the effectiveness of learning programmes
- Excellent business acumen with an understanding of how learning and development supports and influences organisational success
- Flexibility to travel occasionally between our sites, particularly our HQs in Bideford and Norwich
- Proficiency with MS Office, Teams and familiarity with Thrive and Articulate L&D tech stack would be beneficial
